No low or high beam headlights

Hi guys. I am a new MX5 owner and new to this forum. I purchased an 06 NC manual soft top and while preparing it for the roadworthy certificate I noticed that both the low beam and high beam lights are not working. I have checked that the bulbs and the 15A fuses are not blown. The park lights operate as does the fog lights in the bumber.However when I opened the fuse box, i notice this relay was missing. The fuse box cover labels this relay as HEAD. I think it is a simple missing relay, but its odd to be missing. I don't have much history on the car either.
